I find that a Smeargle works well when you're trying to teach a Pokemon in the Field egg group several egg moves at once. Get the Smeargle to learn Ice Punch, Thunder Punch, Fire Punch, and Drain Punch with Sketch, then breed with a Scrafty or Scraggy. Just remember that the Smeargle has to be male to be able to pass on egg moves. Happy breeding!
They are both eggs moves, and by having a Smeargle as the father with both moves and a mother Eevee, the moves will pass on to the Eevee egg.
Well, technically Smeargle can't learn anything else by leveling up except Sketch (every 10 levels). But what Sketch does is permanently copy a foe's move. This allows for an infinite move pool in some cases. Example: Smeargle is fighting an Alakazam. Alakazam uses Phychic! Smeargle uses Sketch! If it works, Smeargle can now use Phychic permanently! It's really cool.
Jolteon is not one of the best electric type Pokemon considering the only thing good to teach it is an electric type move although you should teach it strategy moves along with an electric type move, moves like Toxic, Helping Hand would be good to teach it and Sand Attack.

To teach Smeargle False Swipe you need to find a Pokemon to fight that knows False Swipe. Make sure Smeargle has at least one copy of the move Sketch. During the battle with the Pokemon that knows False Swipe use Sketch after the opposing Pokemon uses False Swipe. If done correctly your Smeargle's Sketch should permanently turn into a False Swipe.

When You have Done That Breed The Smeargle With a Female Weavile/Sneasel And Wa La You Have A Weavile That Knows Ice Punch And Pursuit But You Need The National Dex To Catch Smeargle Without It You Cant Make Weavile Learn Them 2 Moves Because It Impossible

You should teach HM moves to a pokemon that you will not be using, as you can't forget HM moves until you get to a move deleter. Grass type Pokemon's can usually be thought cut.
