Charlie says that line when he is court marshalled to testify against/for the character his father plays in the movie CADENCE (1990). He is asked what his father's character said as he was in the woods in the rain stumbling for dropped bullets, as what he thought was a prisoner was escaping, he mutters under his breath "help", Charlie Sheens character is the only one close enough to hear this & in so stating this line to the court his father's character is NOT convicted of murdering the "escaping convict", instead he is committed to the army's mental hospital.
