I agree that you should use ultra balls and dusk balls, but instead of puting it to sleep, paralyze it, then put it to sleep. That should increase the rate of catching it, but if it doesn't, use a fight type Pokemon to attack, because heatran's weakness is fight.

wait till night then throw a whole bunch of dusk balls and ultra balls (use false swipe to make its health go really low and not kill it) then make it sleep and paralize it.
