Morris was one of the leading delegates at the Constitutional Convention. He spoke more often than any other delegate.

Morris was a nationalist. He complained that other delegates came to "truck and bargain" for their particular states, but that he came as a "Representative of America" and perhaps even of the whole human race. He wanted a system that would institutionalize aristocratic and democratic interests in order to prevent either from harming the other. He was vehemently opposed to slavery, and made two long speeches condemning the institution of slavery on moral, economic, and political grounds.

Morris was especially influential in the formation of the presidency. He wanted a powerful, popular presidency. As a member of the committees charged with reorganizing the resolutions and settling postponed matters, Morris wrote Article II as we now know it, modelling it after the NY state constitution (which he helped write as well) and managed to insert the electoral college system, replacing presidential election by legislature.
