Route 114 and Route 115. To get to the place in route 115 where you can find one, surf north until you find land. Then surf north one more time. When you find land there, search until you find tall grass. There, you will find it. You will also be able to find some others that you can not be able to find anywhere else. To get to Route 114, you will have to go west from the town you get to right after Route 113. Then cross the bridge and search in the tall grass. You will find it there.
