First, you have to have an account on deviantART. You can make a group via this form online: http://makeagroup.deviantart.com/ There are load of information and FAQs there as well. You can only have one group creation or club conversion request in the queue at a time.

The password to deviantART's #HQ (Head Quarters) is not available for public use. If this was, this could cause damage to the deviantART website. As of now, with the new Groups System, there are no passwords for Groups/Clubs anymore. The Group Administrator (the one who created the group) adds people to specific sub levels in the group that gives them special powers in that group. They have access to those powers as soon as they sign into their normal account.
