You can get any of the evolution stones for Eevee being the Fire Stone, Water Stone, and Thunder Stone from a man inside the Gateon Port pokemart on the left side of town. He also has two items exclusive to this game the Light and Dark shard and if you take either you can evolve your Eevee into Espeon/Umbreon.
