Nidoran M will first evolve into Nidorino at level 16 (no stone required). Then you can evolve your Nidorino with the Moon Stone.
You cannot find Nidoking in the wild. Nidoking can only be obtained by using a moon stone. You must use a moon stone on a Nidorino to get a Nidoking. Using a moon stone on a Nidorina will get you a Nidoqueen.

yes you can, but you have to get the item necessary first and you have to have beat the game. as in, you have to get back from the future, graduate from the guild, and so on. but yes, you can evolve eventually. i know this because i have it to and i' m the eevee on my team and i evolved me into a vaporeon, but that's because my partner is a pikachu. you need the solar ribbon and high IQ stars to evolve into espeon, the lunar ribbon and high IQ stars to evolve into umbreon, the fire stone for flareon, the water stone for vaporeon, the thunder stone for jolteon, frozen rock for glaceon, and the mossy rock for leafeon.
