No there isn't only you can trade from emerald, ruby, or sapphire.
That isn't true. I don't remember which trainer has Donphan. But if you want one yourself you first of all need the NATIONAL pokédex (get it by seeing all 210 sinnoh pokémon, then talk to prof. Rowan). Then you can talk to the little girl in one of the houses in Sandgem town. Every day there will be a swarm of different pokémon somewhere. Some days there's a swarm of Phanpy's. Capture one and train it to level 25, then it evolves to Donphan.
