clefable is really, really bad. his stats are quite poor and his ability charm only activates every one in a million encounters give or take a bit. there is no reason to train this pokemon.

No, only some pokemon such as clefairy, evolve with a moon stone. But other certain pokemon will evolve only with a water stone or other type of stone. So a moon stone does not evolve any type of pokemon, unless that pokemon has the certain conditions to evolve.
Clefairy is a pure Fairy-type Pokemon. (Before Generation VI, it was just a Normal-type.)

Sorry to say this but clefairy is not available in Pokemon sapphire. but you can trade from the Pokemon game that has clefairy. not the ds games. You can look at Pokemon sapphire completed pokedex. Just type it in at Google.com (image) trust me you can't get clefairy i kbow its very dissapointing :(

You cant get Clefairy. But you can trade with someone who has clefairy.
The moonstone generally evolves pokemon in the fairy egg group such as jigglypuff into wigglytuff or clefairy into clefable, but also can evolve psychic-type pokemon such as muna into musharna.
The trainer on Route 209 has Cleffa in Pokemon Platinum. Cleffa is a fairy type Pokemon and can evolve into Clefairy.

Clefairy cannot evolve into Clefable by leveling up in Pokemon FireRed. The only way to evolve Clefairy is by using a Moon Stone on it.
Clefairy's Egg Group is Fairy, so any Pokemon with the same Egg Group can breed with Clefairy, including Ditto, which has its own Egg Group.
