The powers of the British monarch, currently Queen Elizabeth II, are extremely interesting. To look at how she 'contols' parliament, you must consider what control actually is - if control is her ability to dissolve and call parliament, and appoint a Prime Minister, then yes, she does control parliament. However the Queen's power does not extend to the business of parliament; the executive (the majority party [or parties in a coalition government]) controls the agenda of parliament in accordance with the Speaker of the House of Commons. The Queen's ability to control parliament, therefore, is extremely limited.
Because the general feeling in that day and age was that a 'ruler' had to be a man. There were reasons for that in 16th century customs and convictions: women were generally raised in the belief that they had to bow to a man's judgement, so a ruling Queen might find it difficult to stand up to scheming or incompetent male advisers and courtiers. Secondly there was the succession: the House of Tudor stood to die out with Elisabeth if she did not marry and produce children.
It depends how you want to look at it. One could say the whole government and the entire military work for the Queen, but that's a bit of a stretch even for a royalist like myself. Honestly I'd say anyone that the Queen pays from the government allowence known as the civil list (money used to fund head of state affairs) and anyone she pays from her own private income. Then anyone Prince Charles pays through his own private income to help run his massive charity and caretake on his properties. Several hundred.
In my opinion Elizabeth was unpopular in Italy with the Emperor who owned vast swathes of Italy in the northern sector and also with the Roman Bishop who also occupied the place of a King in Northern Italy. As to why this was so? I imagine a great deal of the unpopularity was because of Elizabeth's pedigree i.e. Henry VIII and Anne Boleyn , as her parents. Anne Boleyn supplanting Catherine who was aunt to the Emperor. Besides this the Queen had firmly turned down the Emperors relative as her Consort,Philip pf Spain. Also, the Emperor was in cahoots with the Pope who held a special dislike of the Queen because she adopted the same attitude as her father,Henry, in relation both to the Papal Court and the Holy Roman Church! For 1500 yrs, the papal writ for simple ecclesiastical business had not run in England without permission of the King. This is oftimes denied, but we have only to read the history books and it is all spelt out! Even further, even though for some twelve or thirteen years Elizabeth had tolerated the Trentist practices of the Anglo papalists in England she still refused to acknowledge Trent as did the Church in England, in all Europe only England held out for the ancient ways!
