Well if it's the same in Heart Gold and Soul Silver you go up the lighthouse til you reach the top the the Pokemon will up there and the Jasmine girl will tell you to go to Cianwood City then you go to the house next to the Pokemon center and the guy should give you a secret potion.

You must first get to the top of the lighthouse BY USING THE STAIRS NOT THE ELEVATOR. Then you talk to the girl and she will ask you to get some medicine for the pokemon. The guy at cinawood will then give you the secret potion. after that you should probably beat the cinawood gym then go north from the gym and you will find suicune but it runs off.

Travel Left of Ecruteak City intil you reach the cows, then go south. when you reach Olivine City, get to the top of the lighthouse without using the elevator, a girl at the top will tell you that the Pokemon is sick and needs medicine, so, using surf, get Cianwood City and go into the med centre talk to the man and he will give you a potion. Take that back to the girl using the elevator this time and she will heal the pokemon. The girl is now in the gym.:)
