She first appears in episode 173, and I believe she (or in the anime, he) is in every episode from 173 to 200 when Galaxia is finally defeated and she returns to her planet.

well, they didn't dub any of the Sailor Moon Stars episodes because of Serena falling in love with Seiya, which was inappropriate for 'young viewers'.
