No, not really. The Church of Jesus Christ of Latter-day Saints (the "Mormon" church) does not promote people in that way. Within the church there are two types of members, members 'in good standing' and members not in good standing. Members 'in good standing' are those who are actively practicing Mormons. They attend church most Sundays and are obeying the basic guidelines of the Church (such as living a chaste and moral life, obeying the laws of the land, avoiding alcohol and tobacco, and paying tithes.) Members 'in good standing' are all given responsibilities within the congregation and take turns giving sermons. They are eligible to participate in additional services in the Temple. All members in good standing are treated equally and rotate positions and responsibilities - people are not given more powerful positions based on how 'good' or faithful they are. They are not 'promoted' or 'demoted', just rotated. A Bishop may later work in the nursery or maintain the building. That doesn't mean that he wasn't a good bishop or that he is not as faithful as somebody else. Every job is equal in importance, and everyone takes turns rotating through the various responsibilities in running the congregation. Members not 'in good standing' are those who have been baptized but are not actively practicing Mormons. Most of them attend church only occasionally. They are generally not given responsibilities within the congregation, nor are they asked to give sermons or lessons. They are welcome to return to activity and accept responsibilities and assignments in the congregation whenever they choose.
