IT wont matter what she says, simply put if you want a crobat, you must have near maximum happiness for your golbat. This can be achieved by a few different ways. The groomer underneath goldenrod city improves happiness from 3+ and 5+, so obviously making your pokemon happy take awhile. Also just walking so many steps will improve happiness by 1+... using items like carbos, rare candy, etc. will also raise happiness levels. The lady will just say something like. your pokemon are happy... some crap like that is when you know ur in the right... and once u win a battle the golbat will evolve
