There's quite a few, but most ideas have been already done and or taken. Here are a couple that you might take a fancy over:
Pokemon Discussion/Facts - This is the most common form of Pokemon Forum
Pokemon WiFi - This form of a Pokemon Forum gathers other WiFi players of Pokemon so that they can meet and play against each other as they exchange friend codes. Though be warned, this is going to entail a LOT of responsibility when numbers increase!
Create-A-Pokemon - This type of forum is hard too, but if you can manage the "new Pokemon" right I'm sure you could do it :3
Pokemon RPG - This type of forum is VERY hard to do. Now I'm not saying that because of the members in number or behavior. RPGs on forums, especially Pokemon ones, don't run that well. I've been to a couple of Pokemon RPG forums, and the only thing that can keep other members going is to be CONSTANTLY active.
Pokemon TCG - This can range from just ordinary players gathering, to a full-on team, to actually battling on the forums (the last one's tough).
Though either way, it'll be tough to maintain interest in your members on any of these ideas. So it would be best that you add in some general interests, so your members can say "I'm bored with this right now... Lets do something else... On the forums" rather than them getting bored then going to another forum. -ALWAYS ADD GENERAL INTERESTS- because without them, your members of your forums are going to leave. Oh yes, and stay active on them. No one likes a non-existent Administrator!

IMO you want to join a newer site, since they're more opprotunities. Newer forums will be quiet for a while, but if you stay online more People come and it's imo a lot better.

It's slow, but has a wide movepool of moves that it can learn, particularly when it evolves into Octillery, so if you want to use it, it's a good idea to do so. Any Pokemon is a good Pokemon as long as you train them well and give them a good moveset.

The perfect Pokemon group would have to be comprised of Pokemon with different attributes. You can have six Pokemon with you at all times. A good group would have varying Pokemon so that you are prepared for any situation. For example, Plant Pokemon are weak against Fire Pokemon. Fire Pokemon are weak against Water Pokemon. So forth and so on. With that in mind, remember that all Pokemon have different strengths and weaknesses. Take a look at this chart to get a better idea. The Pokemon themselves do not much matter. You can. But it would not be a good idea, as the same Pokemon are obtainable, unless its an Event or Exclusive to another game Pokemon, in which case, it could be best to do so.

no , part of Lances pokemonare water /dragon so not a good idea I recomend you use either electric or dragon pokemon
