When I talk to the girl in Sangem Town on Pokemon Pearl she doesn't say there is a lot of Pokemon flocking how do I get her to?

There could be a few reasons: 1. You don't have the national dex (In other words completed the game) 2. You are talking to the wrong girl? She's the one in Dawn/[The guy's name's] house in Sandgem. Inside the house, not the one outside the lab.
