We do not know for sure except that it is in the very distant future. Collins said it would have taken triple digits for Panem to be produced from the ashes of North America. It would then have taken several years for the Dark Days to come and the book is set 74 years after that.

The hunger games is a book about a sixteen year old girl named Katniss Everdeen that lives in Panem, a territory sort of like a future America. Panem is run by the Capitol. Every year in panem, there is an event called a reaping that occurs when the capitol draws names of all the children that live in panem that are under the age of eighteen. Two tributes are picked from each district in panem (there are twelve in all) and are put in an arena to literally fight to the death. Katniss's little sister, prim, is drawn during the reaping and katniss volunteers to take he place and well... Its better you read the book, I can't really explain it too well. But that was a brief description of the beginning of the book for you. I hope it helped a little bit :P

The citizens of Panem don't exactly benefit from the Hunger Games. The only way citizens can benefit is if the tribute from their district wins. By their tribute winning, the district gets a party of sorts and extra food.
