If they're first years, then their parents probably know how to get into Diagon Alley. If they're Muggle-born, then someone from the school (probably Hagrid) would go with them.
Harry said "Diagonally" as in a line is diagonal when you are meant to say "Diagon Ally"
Harry Potter, accompanied by Rubeus Hagrid, went shopping in Diagon Alley. Harry bought his wand in Ollivander's, reportedly the best wandmaker in those parts. Coincidentally, he bought a wand who's core was made from a tailfeather from Fawkes, Albus Dumbledore's phoenix. This same tailfeather was used in the making of the core of Tom Riddle, aka Lord Voldemort's wand

It's from Chapter 5 ("Diagon Alley") of the first Harry Potter book: "'Welcome,' said Hagrid, 'to Diagon Alley.' He grinned at Harry's amazement. They stepped through the archway. Harry looked quickly over his shoulder and saw the archway shrink instantly back into solid wall," (Harry Potter and the Philosopher's Stone,UK Raincoast paperback edition, p56).
The books do not give a specific combination. In the first book it just says that Hagrid tapped "various" bricks. However the combination can be seen in the first film.

The Minister of Magic (Cornealius Fudge) first appears in the 2nd book (Chamber of Secrets) when he goes to Hagrid's hut to arrest him and take him to Azkaban. He is first introduced to Harry Potter in the 3rd book (Prisoner of Azkaban) when Harry runs away from his Uncle's house. The Minister meets Harry at the Leaky Cauldron in Diagon Alley.

Rubeus Hagrid was sent to retrieve Harry Potter from Godric's Hollow the night his parents were killed which is when they first met even if Harry was to young to remember. They met again when Hagrid come to tell Harry he was a wizard and take him to Diagon Alley on his eleventh birthday.
