Go to Canalave city (after you have won the Pokemon league) and go into the sailor's house. If you go there after completing the Pokemon league, his son should be ill... talk to the captain and agree to help him. He will then take you to fullmoon island where you will find cressilia. cressilia will run away, but use your Pokemon tracker and follow her around the map and you will eventually find her in the grass. get her health down each time you meet her and when it is low enough, paralize her - then use an ultra ball. good luck!;)
