There does not seem to be a way to get to Cinnabar Island in this game. The boat claims it's "not ready to leave yet", but it won't be ready during this gameplay.

You have to beat the Gym Leader in Cinnabar Island. Once you leave the Gym, Bill will pop up on some crazy speed boat and he'll say "S'up dude, why won't yo get up on this boat and come with me to these island's, ya hear?!!" I've never said no to this, so I'm not sure what happens if you say no. Lol.
