You need a water stone, you can get one but you have to have dive a defeated the 7th gym leader.
so you need to teach dive to a water pokemon and then find a blue shard around mossdeep city. When you have found one you go to a house on the left of mossdeep city and he will trade in the blue shard for a water stone and then give it to lombre and then it will evove in to lodicolo ( I think I spell't it wrong sorry)

∙ 14y agoIt can't evolve by leveling. Use a water stone on it at lvl 43. You can find a water stone at the ship by duford city. Remember this is in emerald,saphire and ruby version.
