The only way Petilil will evolve is when you give it a Sun Stone. This is also true on how Whimsicott evolves from Cottonee. So basically:
Cottonee + Sun Stone = Whimsicott,
Petilil + Sun Stone = Lilligant.
Lampent evolves into Chandelure if you use a Dusk Stone on it.
