When i go to the team galactic veilstone building there's no one outside?

You need to get your 6th Gym Badge and a Galactic Grunt will appear outside of the Veilstone Galactic HQ, looking at an satellite. Talk to him, and he'll say he doesn't know anything about a key, but he'll run away anyways and accidentally leave the key behind, then you'll need to pick it up!
