You would have to have gotten the celibi event when it came out for Platnium Pearl and Dimond then transfered celibi to Black or White the went to Csteline city (third gym leader) and go to the game freak building and on the first floor there will be two boys talking talk to one of them and he will turn into zoura. (dont forget to put celibi at the front of your party).
