He is a western prospector type, not really a cowboy.... i'm another person who's editing this because credit has not been given to the person who actually came up with this Looney Tunes character, the guy who did his name is Rob Stiffer. Rob sold the character to Warner Brothers 1939 four years before he first aired . He came up with the character from his brother who when they were 9-10 his brother had a large red fake beard and would shoot off with 2 guns when he was a kid and would always get real pissed at everything. How would i know? my mother runs retirement communities and he just is happening to live in the one my mom running now. So maybe Warner Brothers owns the character, but they did not come up with him..
