If you are migrating Pokemon that evolve by trade you may have to attach an item to it and then trade for it to evolve. Pokemon such as onix and scyther evolve when you trade them while they are holding a metal coat. Abra and machoke evolve when you trade them but holding no item.

They will not evolve as they are migrated but if the pokemon is something like rattata it can be evolved by training it to the proper level or if its something like growlithe you will need to use a evolution stone and etc.
No Pokemon that evolve via traded will not evolve during the act of them being transferred or migrated into another game that is of a higher Generation than the previous game however the migrated Pokemon in question can still evolve as normal once it has been migrated.

you trade these Pokemon by migrating them to your platinum version. to do that, you need to attach your firered/ruby to the port under the Ds (whichever. Lite or old version of ds). go to main menu of platinum press migrate Pokemon and choose 6 Pokemon to migrate. when your done go to pal park and catch them. they don't evolve when migrating.

Okay technically it does count as trading because once you catch the migrated Pokemon it will receive boosted experience, but it also isn't because if you were to trade a Pokemon that evolves by trading it won't evolve when you migrate it.
