There is no porthole. What you have to do is this:
1. Make sure you have your National Dex. The area to get Giratina is only accessible if you have a National Dex. Also, if you plan to catch Giratina, bring about 50 ultra balls or 50 dusk balls. Dusk balls are suggested.
2. Fly to Veilstone and head south. Stay on the right side of the screen as you head south and you will find a new path halfway thru.
3. Enter it(it is called the Spring Path), go through it, and after a few rock climbs, you should find an entrance to a cave.
4. Now at this point, when you are in the cave, you have to look for 4 pillars. The first one is right in front of you. Now, there are four doors around you and you have to find the next, then the next, then the next. At the fourth is Giratina. The path that worked first time for me was this: go left, go up, go right, go up, but it might not work for you.
5. Once you find Giratina, if you want to catch him, first SAVE. SAVE SAVE SAVE SAVE SAVE. You do NOT want to accidentally kill him. And it happens! Maybe a critical hit killed him, or whatever.
At this point you can split two ways. If you have a ton of patience and want your Giratina to be even rarer, go to 6. But, if you are not a patient individual, go to 7.
6. Like I said, you need a ton of patience for this part. This part is about finding a shiny Giratina. Save in front of him, and soft reset. If you don't know how to, you have to hold L, R, Start, and Reset all at the same time. Go into your save file and interact with Giratina. If once the battle starts you see a golden ring appear in front of him, then it is a shiny Giratina. If not, soft reset again and try again. IT WILL TAKE A TON OF TIME SINCE THERE IS A 1 IN 8174 CHANCE OF FINDING A SHINY POKEMON IN THE WILD.
7. Bring his health down until it is red, then just start throwin those pokeballs! It won't be caught after the first turn, probably not the second either, but it will happen. If you accidentally kill it or if you run out of pokeballs, just soft reset the game (L+R+Start+Select) and try it again.
