You can get Rare Candies with Aipom only if its ability is Pickup and is at least level 21. Pickup has a 10% chance to activate when you win a battle and the Pokemon with Pickup must not hold any items. At levels 21-30, Pickup has a 3% chance to get a Rare Candy. At levels 31-40, Pickup has a 5% chance to get a Rare Candy. At levels 41-100, Pickup has a 10% chance to get a Rare Candy. At levels 30 and below, your Pokemon will never pick up a Rare Candy until it is at least level 21. The best way to get Rare Candies is with a Lv41 Phanpy because Phanpy is the only Pokemon whose ability is always Pickup.
