You remember where you saw the two Rockets? Head back over there, there will be a little cave hole, go in, and just follow the cave (it won't hurt to take some side routes, just in case there's treasure in Pokeballs). If its not there, then try the Rocket Warehouse on Five Island. For those who DIDN'T go with Bill (cause you wanted to beat the Elite Four or something...) Just go and catch Moltres, then follow the above information.

u need to defeat the elite four first and go to one island near the place u catch moltres that is some rocket there defeat it and go to four island and enter icefall cave defeat the rocket there and u will also get waterfall hm there too after that go six island go to south and u will see 1 house with dotted hole use cut on it and go middle up left right down and there is the sapphire but a man will steal it from u do get it back go to the rocket warehouse to get it back and i forgot the rocket warehouse is in what island good luk!!

You get the ruby in mt.ember where the rockets are standing. Make sure you have strength and rock smash. And you get the Sapphire at dotted hole but then you must get it back from the scientist at the rocket ware house in the sevii islands

To find the Ruby, beat the Pokemon League and obtain the National Pokedex. Then head out to One Island and talk to Celio. He will tell you to find a gem that is hidden somewhere on the island. Head out to Mount Ember and track down two Team Rocket Grunts standing against a wall. Defeat both of them and enter the cave they have created. Follow it to the back (bring Pokemon that can learn Strength, because you'll need them to get through to the back) and get the Ruby. Take it back to Celio and he will place it in the Network Machine. He then tells you that there is a counterpart to the Ruby hidden in the Sevii Islands. He tells you to track it down. He will replace the Tri-Pass with the Rainbow Pass, which will give you access to these new islands. To find the Sapphire, head to Six Island and walk to the Ruin Valley. In the center of the valley is a place called the Dotted Hole. Use Cut on its entrance and descend to the bottom of the cave. As you attempt to grab the Sapphire, a scientist from Team Rocket comes up and steals it from you. Follow him to Five Island, the location of the Rocket Warehouse. Enter the warehouse and defeat the Team Rocket Admin. Then beat the scientist. He will give you the Sapphire back. Take it back to Celio. He will add it to the Network Machine and hook it up to the Hoenn region. Congratulations, you can now trade with Trainers from Pokemon Ruby and Sapphire!
