Feebas are found on 6 random squares in this body of water. When you save, or when you change the trendy phrase in Dewford Town, they randomize the squares of water, and you have to start again. Make sure you have the Super Rod as this will get you Carvanha or Feebas, increasing your chances of finding Feebas. Also, Repels may help you avoid running into Pokemon on the surface, speeding up your search.
