could be in mt moon but under the Pokemon center next to mt moon. go down and you will see grass then go left, up then theres a pile of grass there and its there. will take a while to find sometimes because of nidorans and spearows.
Route 3 is the only place you can find Jigglypuff in FireRed. Even there it is uncommon.

∙ 13y agoOn routes 3 and 4 there is a 10% chance of getting a level 6 Jigglypuff.
In the Safari Zone Meadow you can catch a Jigglypuff level 15-17.
In the Safari Zone Swamp you can catch a Jiggylypuff level 15-17 but only in the morning and day.
On the PokeWalker you get Jigglypuff on two routes.
Resort- level 30 Jigglypuff after 4000 steps instead of Clefairy.
Night Sky's Edge- level 10 Jigglypuff after 5000 steps instead of Clefairy.
