A: What you gotta do is go to Lilycove City and head out to the Team Aqua Hideout, which requires surf to get to, and can only be entered when you have met Team Aqua's leader (Archie) at Mt. Pyre. Then all you really have to do is search the hideout as thouroughly as possible. You will eventually find it in a pile of 4 pokeballs, 2 being Voltorb's evolved form, Electrode (I think, maybe not correct spelling), and 1 of them being the master ball. The other pokeball is a nugget I think, but nuggets can be sold for 5000 bucks. The Electrodes are both level 30 and will probably self-destruct half way between the fight.
