There are many websites that offer free English dubbed anime. Two such sites are AnimeStatic dot tv and DubbedEpisodes dot ws. Both sites have an extensive library of content to choose from.
Well the only one I really know of is NANA but I can't find it in English dub, though I know it's in English. But you can watch it in English sub if you want. there is also clannad (after story) and itazura na kiss. Oh! and there is an episode in full metal alchemist that someone gives birth to a baby (forgot wat episode though).

You can try www.Hulu.com . They have both the sub (subtitles) and dub (English dubbed) on their website. Its a free site but you may have to watch several commercials before you get to watch the anime.

A 'dub' is when different voices (usually ones in a different language) are used instead of the original. The original voices in One Piece are Japanese so all English versions are dubbed versions. there is a full season 2. however it is not in dub english. i think there might be one in the next year or 2
