You can try the Shop Wizard, but make sure you type in a specific one, like two dubloon coin or five dubloon coin. If you aren't looking for any dubloon in particular then type in dubloon and don't click on "identical to my phase".

You cannot buy neopoints. You can only earn them through daily events or by playing games. But, you can buy neocash with real money. Neocash works like neopoints but instead of using it in the shops you see around Neopia, you use the cash at the NC mall where you can buy food, clothes for your pet, backgrounds, trinkets, etc.
