Well the first part is right. You go up the waterfall. Then you will see a cave. Don't go in it. Keep going down the water as far as you can. You will see a rock climb. Go on it. There will be another body of water. Keep going as far as you can. (There might be another rock climb.) Eventually you will come to a cave at the end of the body of water. Go in the cave. Then Moltres will be in a little ditch.

First get all 16 gym badges and go to the entrance of Mt. Silver then look to the right and surf to the waterfall, then go up to waterfall and follow the water until you get to a rock climb, go up the rock climb and follow to water to another waterfall and then follow the water again and go up the stairs and go into the cave and then use rock climb and battle Moltres.
