∙ 15y agoHi! I wondered the same thing as you did I while back. After a while when I was in a city I was in desprate need of an Electric-Type Pokemon. I wanted a Voltorb badly. I finally found him and caught him I was so happy! When I found Him I met him in Route 10 at level 16. I imagine all the voltorbs there are around level 14-18. Hope this helps you.
To make a long story short, You can find Voltorbs at Route 10 from level 14 to 18.
