Once you've gotten at least five badges, Surf to the Seafoam Islands east of Cinnabar. You can also reach them by Surfing south from Fuchsia, but you need to take the west entrance in order to open the way to Articuno. The currents in the lowest levels of the island flow too quickly to be able to Surf on them, so you'll need to use Strength to push the boulders you'll find into the adjacent holes. Once the current is blocked, you'll be able to reach the slab of land were Articuno roosts. It is at level 50, so be prepared.
