In Pokemon D/P, go to the Old Cheatau (right at the end of eterna forest) and go up the stairs. There will be several rooms, and one of them has a television in it. Go up to it at night (after getting the national pokedex from Professor Oak) and a Rotom will appear! It is level 15 and is really easy to catch with a quick ball or a nest ball, and make sure you have some weaker Pokemon with you.
