It's in Victory Road in one of the caves. It's quite big so try Googling it to find where Terrakion is. I forgot where he is exactly at. Victory Road always takes a while for me to pass and I always forget how to pass it again.
start from the Pokemon league, go to victory road then go inside then go DOWN THE LEFT STEPS follow the path, use strength then go to THE LEFT.go into TRIAL CHAMBER .
i used a litwick with WILL-O-WISP theen DO NOT USE ANY OTHER MOVES!
just use items to restore party (if they need it) or x accuracy
until he has 1hp left then BAMM you can catch him with a great ball

∙ 12y agoYou know Victory road well if you'r person has a pokemon with the TM strength use it and you will be able to use it to roll rocks then when you go to the far end you will find the pokemon you desier well there is a doorway just go through that k?

∙ 12y agoTeleport or fly to the elite four with a Pokemon that knows strength. Go outside, back to the maze, and go through the door. push the rock into the hole and you will see a dark entrance to a cave in a cave and go in it. If you have completed the game and the elite four you can try to catch him. If he faints, battle the E4 again. He WILL come back.

Then Terrakion will appear in a cave near the top of victory road. You need Strength to get there.
