You have to beat the game before you can get yourself a Bulbasaur. After you've beaten Red at the top of Mount Silver, you can go to Prof. Oak in Pallet Town and he will give you the choice that the trainer in Red/Blue/FR/LG gets at the beginning, Do you want a Bulbasaur, a Charmander or a Squirtle?
