Where can you find a evee in heartgold?

Unfortunately, you cannot find eevee in the wild in heart gold OR soul silver. But, you can get two eevee in the games overall. first, in johto,at bill's house you can receive an eevee from bill himself. if you want a female eevee,save the game in front of bill then keep on switching the device on and off until you get a female eevee.( oh yeah! its in goldenrod city! i almost forgot! ^ ^ ) and in kanto in celadon city, on top of the game freak place( i think?) i think you can find eevee in a poke ball. hope this helps readers! post another answer if i'm wrong!

If you have already been to the Ecruteak City and went to the pokemon center there should be a guy named Bill and will talk to you. After all that talk you goto Goldenrod City and his house should be near the old man ( You will see him if you head toward the game corner) and head into the house and talk to Bill and you will get a EEVEE.
