They say you can get Heart Scales by doing Feeling Checks with people or you can go to Driftveil City and the house to the left and there's a girl inside and she'll ask you to show a Pokemon with the move she wants to see. Once you show the Pokemon with the correct move she'll give a Heart Scale.
