There are two places in Pokemon Blue where you are able to find a wild Pikachu's. If you're in the early period of the game, you can find one in Viridian Forest, but you may have to try several times, because there's 5 % probability you will meet one, but it's still quite easy, just keep going. Pikachu's captured in Viridian Forest are at level 3 to 5.
If you want to get pikachu (easier and with much more levels), you have to go to the power plant. It's now 25 % probability to meet wild pikachu while walking. Pikachu's in power plant are at level 20 to 24.
However, in power plant it's possible to capture Raichu's too! If you want to, remember not to evolve your pikachu too soon, either it won't learn some attacks.
