If you use a Super Rod in the Safari Zone, you'll find a Dragonair if you're really lucky. Even if you manage to find a Dragonair, it could just run away. You could get a Dratini in the Pokemon Game Corner in Celadon City for about 1800 coins. Level it up to about level 30 and it will evolve into a powerful Dragonair.

You'll need to evolve Dragonair to get Dragonite (#149)
The Pokemon character Drago is not a Dragonite not a Dragonair. A Dragonite is a type of flying dragon Pokemon that evolves from a Dragonair when the character reaches level 55.
you can't find it in Pokemon sapphire, but you can find it in Pokemon ruby. Hope this helped. :-)

Dragonair cannot be found in the wild, nor its pre-evolution Dratini. (Which could have been used to evolve into Dragonair.) You would need to trade for it from someone who owns FireRed or LeafGreen.
