You can only find it if you have a Meditite, catch a Meditite and go to Pastoria City. Once you get to Pastoria, visit the Great Marsh Safari Game. By the Safari Balls ($500) and join the game. Then immediately go East. Talk the the woman with the green hair, she will give the TM. Then exit the Safari game and talk to the guy outside the Safari Building (Galactic Grunt with blue hair) Talk to him, he will talk and run, follow him. Then you will meet up with Cynthia, Cynthia will give you a special potion. Find the Phsyducks near Eterna City and feed them the potion. Cynthia will also give you an old charm which you give to Grandma Wilma in Celestic Town. You will find it hard to see in the mist so teach a Pokemon 'Defog' To get defog get the 4th or 5th Gym badge. Go to Celestic town and enjoy your visit!
