After you get 8 gym badges go to Route 7. There should be a storm and the old lady at the house in the middle of the route will call you inside. Go outside and Thundurus will be there and start roaming Unova. To know which route he is on go inside one of the pass things with the electronic bulletin boards and on the board it will say there is an unusual storm on so and so route. He'll move every time you move to a new route so you'll have to try to corner him.
