Where can you get Deoxys in Pokemon HeartGold?

Evolve your Cascoon to a Dustox, you have to be lucky with your Wurmples, depending on the EV it will evolve into Cascoon or Silcoon. Just keep trying until you get it.

You can also catch it on Route 230

It is impossible to catch Deoxys in Pokemon HeartGold & SoulSilver. The only way to get one is to get one from a Nintendo Event, or to trade on over from one of the Pokemon Ranger games (also requires an event). I strongly recommend NOT hacking the game to get one.

Also, you could transfer one over from one of your GBA games via Pal Park. Although, again, you will have needed to download an event for the GBA games, too. This is what makes Deoxys such a rare Pokemon: you cannot catch it in the wild without an event.

In Pokémon Pearl you can find Dustox in Routes 224 and 230 as well as in Eterna Forest additionally you can find Wurmple in Eterna Forest as well as within the regional Honey Trees and then you can raise Wurmpe until it gets to Level 7 at which point it can evolve into Silcoon or Cascoon and then Silcoon will evolve into Beautifly at Level 10 and Cascoon will evolve also at Level 10 into Dustox.
