In Ruby, Saphire, and Emerald, you can obtain TM02 Dragon Claw at a dead end in Meteor Cave, south of Fallarbor Town. If you pick up the Pokeball containing that TM, go to the exact spot where the TM was, and softly press the D-pad in different directions to encounter wild Pokemon without moving another step. By chance, you'll meet Bagon, a Dragon Pokemon that you can't catch anywhere else in Emerald.
In Pearl, Diamond, and Platinum, you can migrate a Pokemon holding TM02 Dragon Claw from Emerald, FireRed, or LeafGreen, or find it in the first floor of Mt. Coronet (on your journey to Spear Pillar). You'll need a Pokemon that knows Surf.
In Mt. Coronet, near the peak, on the outside part with the snow, you'll find an area with two rock climb spots right next to each other. Just to the south of them is a cave entrance you need to go into. If you haven't beat Team Galactic yet, they'll block the path, but otherwise you can go deeper in the cave and TM-02 Dragon Claw should be there.

In Meteor Falls where you find dragon claw (TM02) you find bagons. IF you train a bagon up to level 55 or 45 it evolves into a salamence.
TM02 (Dragon Claw) is found very deep inside Meteor Falls on route 114/115. You can get it if you know the HM07 Waterfall.
it's in victory road you can choose between it or a rare candy but you can get both of them you just have to exit victory road and go back in and get the other item
Go to Meteor Falls, deep inside is a small piece of land where you find TM02 dragon claw. This is the only place where you can find Bagon, you have to look for a while but it won't be too hard.
