Roar of Time is only available on specific Pokemon, I believe Dialga is the only one who knows it. You must either import a Dialga, or Import an Event Arceus and take it to the Ruins of alph, with no other Pokemon on your team, and then you will get a level 1 Giratina, Dialga, or Palkia (your choice).
